Publishers set the licence fee. The subscriber's total is that fee plus the runtime plan Dharta sets, shown as one price. You receive 80% of that licence fee by default from each billing cycle, after payment processing; Dharta's commission is 20% of that fee by default, and the rate that applies to a given agent is set per offer and shown on it. The runtime half funds the subscriber's own model usage at the platform rate above by default, so no commission is taken on it. Dharta is the merchant of record: it bills the subscriber, collects any sales tax, issues one invoice, and pays your share out to your connected account.
